Officials visit land bank projects at Anse Royale and Anse Etoile

Officials from the Ministry of Land Use and Housing (MLUH) on Saturday visited two ongoing land bank projects at Ste Helene, Anse Etoile and ex-Deltel at Anse Royale.

Led by principal secretary Joseph François from the MLUH, the delegation also comprised officials from the Seychelles Land Transport Agency, member of the National Assembly for the Anse Royale district Dereck Samson and the district’s administrator Rubena Ernesta.

The Ste Helene and Ex-Deltel land bank projects started in 2003 and 2006 respectively. Ex-Deltel is in its second phase of implementation.

“Certain phases of the Ste Helene project have been completed while some are outstanding due to construction contracts which we had to terminate on account of the length of time it was taking to complete the project,” said Yves Choppy, principal secretary for project planning and implementation in the MLUH.
He said before work could resume they had to wait for the right financial situation of the ministry.

At Ste Helene the outstanding roads are being completed and several plots have already been allocated.
At the Ex-Deltel project at Anse Royale major allocation of plots have not yet started except for a few. This is due to uncompleted road constructions which are ongoing.

The Ste Helene project cost R3.7 million and is expected to be completed before the end of this year.
Mr Choppy said both projects experienced delays mainly due to problems with contractors.

For the Ex-Deltel project, road construction was carried out before allocaton of plots compared to the Ste Helene project.

“We have more space to carry out a higher standard project at the Ex-Deltel as its terrain is more difficult where we have had to build retaining walls and drainage work, to name some. Now the plots need to be surveyed for allocation later,” added PS Choppy.
He said the completed phase of this project has cost R4.5million.

Project to promote new landmark heritage site

27-February-2015
A new project aimed at promoting another landmark heritage site in Seychelles is under way.

A parcel of land (H 5028) at North East Point has been earmarked for the project, which will be a mixed cultural and commercial development.

The project is being spearheaded by the Seychelles Heritage Foundation (SHF) in collaboration with the Ministry of Tourism and Culture, Seychelles Investment Board, Ministry of Land Use and Housing and the Ministry of Social Affairs, Community Development and Sports.

Through a tender launched recently, the SHF and its partners are inviting interested private developers and entrepreneurs to lodge their application for lease of the mentioned property based on a design guidelines which guarantee the preservation and conservation of the heritage value of the site.
The aim is to preserve, conserve and promote another land mark heritage site in the Seychelles, which is well located on the northern coastal part of Mahé with huge economic potential.

Additionally, the project will enhance the cultural tourism landscape of the country and put at the forefront the history and heritage value of the site for the benefit of visitors visiting our shores as well as the locals, especially school children.

It is to be noted that the site has significant value in the history of Seychelles and its preservation and conservation is vital for future generation.

The selected project proposal will be awarded a long-term lease from the SHF. The redevelopment plan falls well within the mandate of the SHF aimed at promoting and preserving cultural heritage sites with particular significance to heritage or cultural tourism.

As it is the case with other heritage sites, the SHF invites interested and potential investors to take part in the redevelopment initiatives. The private sector can play an important role in the conservation of heritage properties and promote heritage tourism as a commercial venture. This policy ensures greater private, public and community participation in the development of our cultural and heritage sites through the principle of shared responsibility.

One important aspect of the project is a display showcasing the participation of Seychelles in the II World War.
